How design helps to increase PR

Hi Friends i am new to webmasters world and i want to know how design help in PR calculation . As my few friends told me that many out going links also effects our page rank , So please can you tell me how much out going link should be their on per page and is their any problem for exchanging links with others like My blog is PR 3 and my friends blog PR is 0 . Is this good or bad to exchange link with him . here is my blog link any suggestion will be a gift from your side . Digital I.T Blog

It shouldn't affect you. His PR should go up, and nothing will happen to yours.

His link will count as a backlink and the more you have than your PR will go up.

Exchanging link with related site is a good idea to increase Page Rank. The page rank of your friend blog will increase in next PR update.

You should get backlinks as much as possible to increase the Page Rank. You can try submitting your site to SEO friendly web directories, Search Engines, etc.

You can also buy/exchange links on high PR directories if you are affordable for that.

Well If you ask particularly Design-for-Pagerank, Then I will asnwer, No and in you ask Design-for-Listing, then I will answer Yes, Because if you design correctly and make your <h1> etc tage then google will get to know the topics of your page and <h1> tags in page are cached as heading of your page normally. As per my experience.

Your page rank would go up if the link that you have is higher page rank. In order words, it's not how many links you have, but it's the quality that counts
