Advertising is always the main thing to get a site running.... also, the web masters thing I don't think will work. A friend of mine tried it out a few months ago and no go. So, maybe changing the forum to a topic forum on a specific topic, such as gaming, or entertainment. That might catch people eye, but as I said, advertisement!

Over the past year or so, I've spent $2000 on advertising this forum and I've tried numerous ways.

I'm going to try and get running on Google AdWords through a firm who will be able to get the leads. That way, I can leave them to it, paying them a cut for every lead I suppose.

I also need a new way to monetize the forum, as AdSense won't pay much per click. The only problem with that is, the revenue share which is a good feature people like.
