Well not only in US its illegal anywhere. I think its nothing to do with the country. It's paypal, if they find you used a fake CC (VCC) to verify your account they will sure ask you for the required documents about your CC then from where will you get them?. They will freeze your account and you may lose some money too. I hope i'm not wrong with this.
