When someone writes something then they own the copyright to their text, just like a photographer automatically owns the copyright to their own images.*
So in theory a blogger owns the text of their original articles. In practice it's difficult as a hobby blogger to pursue anyone who breaches your copyright, so you tend to accept a few unscrupulous people will rip it. Of course more professional bloggers may have the finances and legal nouse to defend their copyright more agressively.
*Unless there have provided the text/image under some contractual arrangement whereby they surrender their copyright ownership.
